The Administration and Operations Directorate

The Administration Directorate is responsible for providing security protection services to the Head of State and Vice President and State House. It is also responsible for managing and coordinating human resource management and administrative support functions in order to enhance smooth operations in the Division.

 

The Directorate performs the following specific functions:

 

a) Provide security services to the Presidency, Vice President and State House;

 

b) Manage human resources in order to optimise their utilisation and enhance their performance;

 

c) Manage human resource in order to ensure the wellbeing of officers in the Division;

 

d) Coordinate and institutionalise Performance Management System within the Division;

 

e) Records management;

 

f) Identify training needs, develop and implement human resources training plans and programmes within the Division;

 

g) Facilitate the provision of logistical and administrative support services in the Division; and

 

h) Coordinate sporting, recreational facilities and other staff wellness programmes in the Division.

 

The Directorate is headed by a Director – Human Resource and Administration (Deputy Commissioner of Police) who is assisted by one (1) Deputy Director – Human Resource & Administration (Senior Assistant Commissioner of Police) and one (1) Deputy Director – Operations (Senior Assistant Commissioner of Police).

 

The Directorate comprises the following two (2) Sections:

 

i. Administration Section; and

 

ii. Operations Section.

 

Administration Section

 

The Administration Section is responsible for managing and developing human resource in order to enhance the performance. Further, the Section provides administrative and logistical support services including procurement and supplies, transport logistics, information technology, engineering, gender, chaplaincy, food analysis and health services.

 

The Section performs the following specific functions:

 

a) Manage and develop human resource in the Division;

 

b) Interpret and disseminate Labour Laws, Terms and Conditions of Service;

 

c) Institutionalise Performance Management System;

 

d) Identify training needs and to develop and implement human resources training plans and programmes;

 

e) Coordinate Gender related programmes in order to promote Gender awareness;

 

f) Manage the Records, Firearms Registry and Armoury;

 

g) Facilitate the provision of logistical and administrative support services; and

 

h) Manage procurement and supplies, motor transport and quarter master services, information technology and communication and engineering and mechanical services.

 

The Section is headed by a Deputy Director – Human Resource and Administration (Senior Assistant Commissioner of Police) and assisted by one (1) Assistant Director – Human Resource & Administration (Assistant Commissioner of Police).

 

The Administration Section comprising the following Units:

 

i. Human Resource and Administration;

 

ii. Quarter Master;

 

iii. Engineering and Mechanical Services;

 

iv. Projects and Maintenance;

 

v. Motor Transport;

 

vi. Armoury;

 

vii. Information Technology and Communication;

 

viii. Senior Officer’s Mess and Gym;

 

ix. Food Analysis;

 

x. State Lodge Clinic;

 

xi. Chaplaincy;

 

xii. Canine;

 

xiii. Finance;

 

xiv. Gender; and

 

xv. State House Clinic.

 

A. Human Resource Management Unit

 

The Unit is responsible for managing human resources in order to enhance smooth operations of the Division.

 

The Unit performs the following specific functions:

 

a) Institutionalise the Performance Management Systems in the Division;

 

b) Process human resource matters such as confirmation, placement, promotions, transfers and separations in order to enhance service delivery;

 

c) Develop functioning systems for human resource management at all levels;

 

d) Interpret and disseminate Terms and Conditions of Service and Public Service Code of Ethics in order to maintain consistency in their application;

 

e) Manage records in order to facilitate easy storage and retrieval of information;

 

f) Manage staff welfare in order to ensure their wellbeing;

 

g) Coordinate, develop and revise of organisation restructures and job descriptions;

 

h) Conduct human resource forecasting;

 

i) Conduct Payroll audit; and

 

j) Operationalize integrity committees in order to create general awareness in the Service on the dangers and effects of unethical conduct.

 

The Unit is headed by a Deputy Director – Human Resource and Administration (Senior Assistant Commissioner of Police) and assisted by one (1) Assistant Director – Human Resource & Administration (Assistant Commissioner of Police) and one (1) Assistant Director – Administration Assistant Commissioner of Police.

 

B. Projects and Maintenance Unit

 

The Unit is responsible for maintenance of Division infrastructure and other equipment in order to prolong their lifespan and ensure that they are in good working conditions. It also coordinates and supervise infrastructure projects for the Division.

 

The Unit performs the following specific functions:

 

a) Develop and disseminate maintenance guidelines in order to improve the sustainability of buildings and equipment for the provision of quality services;

 

b) Undertake inspection and maintenance of police infrastructure and facilities within the Division;

 

c) Repair equipment in order to ensure the provision of quality service;

 

d) Coordinate the implementation, monitoring and supervision of Police infrastructure projects within the Division; and

 

e) Maintain Property Records and ownership documents.

 

The Unit is headed by a Supervisor – Projects and Maintenance (Assistant Superintendent) who is assisted by one (1) Assistant Supervisor-Projects and Maintenance (Chief Inspector) and two (2) Camp Provost (Chief Inspector).

 

C. Quarter Master

 

The Unit is responsible for procurement of works, goods and services in order to ensure attainment of value for money and smooth operations of the Division. The Section is also responsible for the storage and distribution of goods and rations.

 

The Unit performs the following specific functions:

 

a) Formulate and implement the procurement plan in order to guide the procurement process;

 

b) Facilitate procurement of police equipment, goods and services;

 

c) Facilitate the provision of logistics for all police operation within the Division;

 

d) Evaluate procurement undertaking and projects for the purposes of contractual obligations;

 

e) Monitor the performance of suppliers;

 

f) Maintain procurement records;

 

g) Manage the storage and distribution of goods and police equipment;

 

h) Maintain Inventory of fixed and moveable assets and equipment; and

 

i) Facilitate the disposal of obsolete equipment and other assets.

 

The Unit is headed by a Senior Purchasing and Supplies Officer (Superintendent) who is assisted by one (1) Purchasing and Supplies Officer (Assistant Superintendent).

 

D. Armoury

 

The Unit is responsible for management of firearms and musketry in order to ensure safety, marksmanship and support Division operations.

 

The Unit is responsible for the following specific functions:

 

a) Maintain records of all firearms within the Division;

 

b) Issue firearms and armoury for operations;

 

c) Receive firearms for safe custody;

 

d) Service and repair of firearms;

 

e) Collaborate with Quartermaster on procurement of firearms, ammunitions and armoury consumables;

 

f) Provide technical assistance on firearm and weapon handling; and

 

g) Range management.

 

The Unit is headed by a Divisional Armourer (Senior Superintendent) and assisted by one (1) Chief Armourer (Superintendent).

 

E. Information Technology and Communications Unit

 

The Unit is responsible for provision and management of Information Technology and Communication (ITC) for the division. The Section is also responsible for utilizing ITC technologies in order to contribute to achievement of the division’s strategic goals.

 

The Unit performs the following specific functions:

 

a) Provide technical support of software and ITC infrastructure within the division;

 

b) Oversee various information and communication technology capacity building programmes that reinforce efficient and effective utilisation of ITC in the division;

 

c) Establish and maintain efficient and effective technologies;

 

d) Implement security protocols for electronic systems;

 

e) Liaise with Smart Zambia Institute, e-Governance on matters of information and modern technology; and

 

f) Maintain and repair ITC equipment within the division.

 

The Unit is headed by an Officer-In-Charge – Information Technology and Communications (Senior Superintendent) who is assisted by one (1) Senior Information and Communications Officer (Superintendent).

 

F. Senior Officer’s Mess and Gym

 

The Unit is responsible for providing recreational facilities, catering, nutritional and dietary support services in order to enhance the wellbeing of officers.

 

The Unit performs the following specific functions:

 

a) Provide hospitality services to officers and other clients;

 

b) Provide and prepare food stuff and beverages for officers and other clients;

 

c) Promote physical fitness; and

 

d) Maintain Equipment.

 

The Unit is headed by a Mess President (Assistant Superintendent) and assisted by one (1) Senior Gym Instructor (Chief Inspector).

 

G. Food Analysis Unit

 

The Unit is responsible for conducting tests on food and beverage products to determine their suitability for human consumption.

 

The Unit performs the following specific functions:

 

a) Coordinate the testing of food in order to satisfy consumption requirements;

 

b) Facilitate the inspection and grading of food for consumption; and

 

c) Manage procurement of food.

 

The Unit is headed by a Chief Food Analyst (Superintendent) and assisted by two (2) Senior Food Analysts (Assistant Superintendent).

 

H. Engineering and Mechanical Services Unit

 

The Unit is responsible for the maintenance of plant and motor vehicles in order to prolong their serviceability and life span.

 

The Unit performs the following specific functions:

 

a) Service and repair of plant and motor vehicles;

 

b) Prepare plant and motor vehicle maintenance plans in order to ensure compliance to prescribed maintenance requirements;

 

c) Prepare engineering and mechanical reports in order to inform decision making;

 

d) Develop and review standards and procedures for the workshop operations; and

 

e) Maintain a database of maintenance and repair works.

 

The Unit is headed by Officer-In-Charge – Engineering and Mechanical Services (Senior Superintendent) who is assisted by one (1) Deputy Officer in Charge-Engineering and Mechanical Services (Superintendent).

 

I. Motor Transport

 

The Unit is responsible for transport management in order to enhance smooth operations of the division.

 

The Unit performs the following specific functions:

 

a) Provide transport services;

 

b) Monitor and maintain fuel and vehicle log books;

 

c) Monitor the professional conduct of drivers within the division;

 

d) Collaborate with Mechanical Engineering Section on servicing, repairs and maintenance of Motor Vehicles;

 

e) Coordinate reporting of accident/theft of motor vehicles; and

 

f) Facilitate insurance of the fleet.

 

The Unit is headed by a Divisional Motor Transport Officer (Senior Superintendent) who is assisted by a one (1) Deputy Divisional Motor Transport Officer (Superintendent) and one (1) Principal Presidential Driver (Superintendent).

 

J. Chaplaincy

 

The Chaplaincy is responsible for upholding spiritual and moral values in the division.

 

The Chaplaincy performs the following specific functions:

 

a) Provide chapel ministry to the division;

 

b) Provide counselling services to staff and their families;

 

c) Provide pastoral care services to staff and their families; and

 

d) Conduct funeral rites during bereavements.

 

The Chaplaincy is headed by a Chaplain (Assistant Superintendent) and assisted by one (1) Assistant Chaplain (Chief Inspector).

 

K. Canine Section

 

The Unit is responsible for providing canine security services at the division.

 

The Unit performs the following specific functions:

 

a) Training of Police officers and dogs;

 

b) Facilitates in tracking criminals;

 

c) Facilitates searches in emergencies search and rescue, evidence and contraband recovery; and

 

d) Facilitates in searching for flammables ad explosives.

 

The Unit is headed by a Principal Canine Officer (Assistant Superintendent) who is assisted by one (1) Senior Canine Officer (Superintendent).

 

L. Gender Unit

 

The Gender Unit is responsible for coordinating the implementation of Gender mainstreaming programmes in order to promote Gender awareness and ensure equity under the Division.

 

The Unit performs the following specific functions:

 

a) Mainstreaming gender issues in the Division;

 

b) Facilitate capacity building for gender mainstreaming the Division;

 

c) Undertake advocacy programmes to mainstream gender;

 

d) Promote and monitor adherence to gender mainstreaming; and

 

e) Prepare gender mainstreaming reports in order to inform decisions.

 

The Unit is managed by a Gender Officer (Assistant Superintendent).

 

M. Finance Unit

 

The Unit is responsible for the management of financial resources in order to ensure prudent utilisation of resources and accountability.

 

The Unit is headed by a Divisional Finance Officer (Superintendent) who is assisted by one (1) Finance Officer (Assistant Superintendent).

 

N. State Lodge Clinic

 

The Clinic is responsible for providing medical services to members of staff and surrounding communities in order to maintain a healthy workforce and citizenry.

 

The Unit performs the following specific functions:

 

a) Facilitate programmes on the provision of health care services;

 

b) Develop and disseminate guidelines and standards for clinical care, rehabilitative services and the referral systems;

 

c) Undertake and promote clinical research in order to inform and improve evidence-based practice;

 

d) Undertake performance assessment and quality assurance/improvement of the health facility in the Division; and

 

e) Facilitate provision of clinical diagnostic, technical and medical support services.

 

The Clinic is headed by an Officer-In-Charge – Medical Services (Senior Superintendent) who is assisted by one (1) Principal Clinical Officer (Superintendent), one (1) Health Centre in Charge (Superintendent) and one (1) Senior Clinical Officer General (Superintendent).

 

Operations Section

 

The Section is responsible for providing security to the Office of the Head of State, the First Family, the Vice President and State House special guests and VVIP’s. It is also responsible for restoring order during security threats.

 

The Section performs the following specific functions:

 

a) Provide security to the Head of State, the First Family, the Vice President and State House special guests and VVIP’s;

 

b) Collaborate with stakeholders in the provision of rapid response during security threats; and

 

c) Conduct guard duties and escort security services.

 

The Section is headed by a Deputy Director – Operations (SENIOR Assistant Commissioner of Police) and assisted by one (1) Assistant Director-Operations (Assistant Commissioner of Police).

 

The Operations Section comprising one (1) Section with four (4) Units:

 

a) Operations;

 

i. Operations;

 

ii. Special Projects;

 

iii. Monitoring; and

 

iv. Calabash.

 

The Section comprises five (5) Companies, each Company is headed by a Company Commander (Senior Superintendent) and assisted by a Deputy Company Commander (Superintendent).

 

A. Special Projects Unit

 

The Unit is responsible for managing special projects in the division in order to enhance the safety and security of the Head of State.

 

The Unit is headed by a Supervisor-Special Projects (Senior Superintendent) who is assisted by one (1) Deputy Supervisor-Special Projects (Superintendent).

 

B. Monitoring Unit

 

The Unit is responsible for monitoring of security situation at the Division.

 

The Unit performs the following specific functions:

 

a) Facilitate the installation of security gadgets at the division;

 

b) Monitor the surveillance equipment; and

 

c) Conduct screening activities on individuals accessing the facility.

 

The Section is headed by an Officer in Charge-Monitoring (Senior Superintendent) who is assisted by one (1) Deputy Officer in Charge-Monitoring (Superintendent).

 

C. Calabash Unit

 

The Unit is responsible for undertaking security activities aimed at enhancing the safety and security of the Head of State.

 

The Unit is headed by an Officer-In-Charge (Superintendent) who is assisted by one (1) Deputy Officer-In-Charge (Assistant Superintendent).
