The Directorate is responsible for the management of Police Traffic Operations, Diplomatic Security Services, Mounted Services, Community Services and Marine Police functions in order to facilitate the maintenance of law and order.
The Directorate performs the following specific functions:
a) Provide security services to the Diplomatic Corps and visiting dignitaries;
b) Facilitate the movements of Persons designated as VVIP;
c) Enforce traffic laws and regulations;
d) Enforce law on water bodies;
e) Provide police community services; and
f) Provide mounted services for ceremonial occasions and crowd management.
The Directorate is headed by a Director – Crime Prevention and Support Services (Deputy Commissioner of Police) and assisted by one Deputy Director – Traffic (Senior Assistant Commissioner of Police), one (1) Deputy Director-Community Services, one (1) Deputy Director – Operations (Senior Assistant Commissioner of Police – SACP), one (1) Assistant Director – Marine (Assistant Commissioner of Police), one (1) Assistant Director – Diplomatic Security Services (Assistant Commissioner of Police) and (1) Assistant Director – Mounted (Assistant Commissioner of Police).
The Directorate comprises the following Section and Units:
i. Traffic;
ii. Diplomatic Security Services Unit (DSSU);
iii. Marine;
iv. Community Services; and
v. Mounted.
The Traffic Section is responsible for enforcing road traffic laws and regulations.
The Traffic Section performs the following specific functions:
a) Undertake traffic administration and planning;
b) Enforce road traffic laws and regulations;
c) Manage the flow of traffic on congested city roads and during peak hours;
d) Collaborate with stakeholders on road safety and related matters;
e) Compile and analyse road traffic data and prepare reports;
f) Investigate road traffic accidents;
g) Provide technical advice to stakeholders on matters related to traffic accidents; and
h) Maintain road traffic records.
The Traffic Section is headed by a Deputy Director – Traffic Operations (Senior Assistant Commissioner of Police) and assisted by one (1) Assistant Director – Traffic Operations and one (1) Senior Human Resource Officer (Assistant Commissioner of Police).
The Diplomatic Security Services Unit (DSSU) is responsible for the provision of VIP security Services to Diplomatic Community accredited to Zambia and visiting dignitaries in order to present guaranteed security service to international dignitaries.
The DSSU performs the following specific functions:
a) Provide VIP Security to the Diplomatic Community accredited to Zambia and visiting dignitaries;
b) Provide Escort Services to Diplomats and other visiting State dignitaries when traveling within the country;
c) Provide protocol services to Police High Command; and
d) Collaborate with the Ministry of Foreign Affairs on matters involving foreigners who commit offences in Zambia.
The DSSU is headed by an Assistant Director – Diplomatic Security Services (Assistant Commissioner of Police) and assisted by one (1) Diplomatic Relations Officer – Administration (Senior Superintendent) and one (1) DSSU Operations Officer (Senior Superintendent).
The Marine Unit is responsible for maintaining law and order on water bodies.
The Unit performs the following specific functions:
a) Conduct marine patrols on water bodies;
b) Collaborate with other defence and security wings on matters relating to marine security and operations;
c) Facilitate training for marine officers; and
d) Collaborate with stake holders on marine search and rescue operations and marine accidents investigations.
The Marine Unit is headed by Assistant Director – Marine (Assistant Commissioner of Police) who is assisted by one (1) Chief Marine Officer (Senior Superintendent).
The Community Services section is responsible for developing and implementing Community policing programmes aimed at preventing and controlling crime. The section also provides chaplaincy, counselling, child protection and victim support services.
The Section performs the following specific functions:
a) Mobilize community participation in crime prevention and provision of other support services;
b) Recruit and select police reserves;
c) Monitor and evaluate Community Policing strategies;
d) Conduct sensitization and awareness programmes on crime;
e) Provide chaplaincy services and psycho – social counselling to officers and their families; and
f) Provide child protection services and support to vulnerable victims of crime.
The Community Services Section is headed by a Deputy Director – Community Services (Senior Assistant Commissioner of Police) and assisted by one (1) Assistant Director – VSU (Assistant Commissioner of Police), one (1) Assistant Director – Chaplaincy (Assistant Commissioner of Police), one (1) Chief Community Services Officer – School Liaison (Senior Superintendent), one (1) Chief Community Services Officer – Community Safety (Senior Superintendent), one (1) Chief Community Services Officer – CPU (Senior Superintendent) and one (1) Officer In Charge – Community Ambulance (Superintendent).
The Community Services Section comprises six (6) Units shown below:
i. Victim Support Unit (VSU);
ii. School Liaison;
iii. Community Safety;
iv. Child Protection Unit (CPU); and
v. Chaplaincy.
A. Victim Support Unit (VSU)
The Victim Support Unit (VSU) is responsible for coordinating and providing support services to vulnerable groups who are victims of crime.
The Unit performs the following specific functions:
a) Coordinate and provide counselling to victims of crime and their families;
b) Coordinate and sensitize communities on gender based violence, sexual offences and other family related crimes;
c) Investigate gender based violence, sexual offences and other family related crimes and arrest perpetrators; and
d) Collaborate with stakeholders on matters relating to gender based violence, sexual offences and other family related crimes.
The Unit is headed by an Assistant Director – VSU (Assistant Commissioner of Police) who is assisted by one (1) Senior Community Services Officer – VSU (Superintendent).
B. Schools Liaison Unit
The Schools Liaison Unit is responsible for initiating and implementing crime awareness programmes in learning institutions.
The Unit performs the following specific functions:
a) Conduct sensitization and awareness campaigns on crime in schools;
b) Engage learning institutions on community policing activities;
c) Provide counselling to learners on matters relating to crime; and
d) Collaborate with stakeholders on matters relating to crime prevention in learning institutions.
The Unit is headed by an Assistant Director – School Liaison (Assistant Commissioner of Police) who is assisted by one (1) Chief Community Services Officer – Schools Liaison (Superintendent).
C. Community Safety Unit
The Community Safety Unit is responsible for mobilising community participation in crime prevention and law enforcement activities.
The Unit performs the following specific functions:
a) Conduct sensitization and awareness campaigns on crime prevention and law enforcement in communities;
b) Coordinate engagement with local leadership on community policing activities;
c) Coordinate the formulation of Neighbourhood Watch Associations (NWA) and Community Crime Prevention Units (CCPUs);
d) Collaborate with Human Resource Management office on the recruitment of Police Reserves; and
e) Collaborate with stakeholders on matters relating to crime prevention and law enforcement in communities.
The Unit is headed by an Assistant Director – Community Safety (Assistant Commissioner of Police) who is assisted by one (1) Chief Community Safety Officer (Superintendent).
D. Child Protection Unit (CPU)
The Child Protection Unit (CPU) is responsible for providing child protection services and support to children who are victims and perpetrators of crime.
The Unit (CPU) perform the following specific functions:
a) Conduct sensitization and awareness campaigns on child related crimes;
b) Coordinate and provide counselling to children who are victims and perpetrators of crime;
c) Investigate child related offences and arrest perpetrators;
d) Monitor the implementation of child protection programmes; and
e) Collaborate with stakeholders on matters relating to child protection.
The Unit is headed by a National Coordinator – Child Protection (Senior Superintendent) who is assisted by one (1) Senior Community Services Officer – Child Protection Unit (Superintendent).
E. Chaplaincy Unit
The Chaplaincy Unit is responsible for coordinating the provision of pastoral care and counselling in order to uphold spiritual and moral values in the Service.
The Unit perform the following specific functions:
a) Provide chapel ministry to the Police Service;
b) Provide counseling services to staff and their families;
c) Coordinate the conduct of funeral rites during bereavements;
d) Promote the upholding of national values in the Police Service; and
e) Provide pastoral care services to staff and their families.
The Chaplaincy is headed by an Assistant Director – Chaplaincy (Assistant Commissioner of Police) who is assisted by one (1) Chief Community Services Officer – Chaplaincy (Senior Superintendent).
The Mounted Unit is responsible for provision mounted services for ceremonial occasions and crowd management.
The Unit is headed by an Assistant Director – Mounted and assisted by one (1) Veterinary Officer (J).
