The College is responsible for providing police training and implementing staff development programmes in order to impart knowledge, skills and ensure availability of police officers for deployment.
The College performs the following specific functions:
a) Provide training in law and police duties;
b) Conduct research in law and policing, drill and weaponry and other topical issues in order to inform decision making and enhance training;
c) Collaborate with stakeholders on development of curricula on police training;
d) Collaborate with other stakeholders on development and implementation of training programmes;
e) Develop and implement capacity building programmes; and
f) Provide logistical and administrative support in order to enhance college operations.
The College is headed by a College Commandant (Deputy Commissioner of Police) who is assisted by one (1) Deputy College Commandant (Senior Assistant Commissioner of Police), one (1) Head Administration (Assistant Commissioner of Police), one (1) Chief Training Officer (Assistant Commissioner of Police) and one (1) Research and Planning Officer (Assistant Superintendent).
In the Office of the College Commandant, there is a Research and Planning Unit for easy coordination of the research and planning functions of the College to enhance efficiency.
The Office of the College Commandant comprises the following two (2) Units:
i. Research and Planning; and
ii. Crime Intelligence.
A. Research and Planning Unit
The Unit is responsible for coordinating, formulating and reviewing institutional plans to facilitate effective implementation of programmes and projects.
The Unit performs the following specific functions:
a) Coordinate the development, implementation and review of the institutional plans;
b) Monitor and evaluate the implementation of programmes and projects;
c) Coordinate preparation of Annual and other reports; and
d) Coordinate and conduct periodical research in order to generate information for informed decision making;
The Unit is managed by a Research and Planning Officer (Assistant Superintendent).
The College comprises the following Sections:
i. Administration; and
ii. Training.
The Section is responsible for managing and coordinating human resource management and administrative support functions in order to enhance smooth operations at the College.
The Section performs the following specific functions:
a) Manage human resource in order to optimise their utilisation and enhance performance;
b) Manage information and communication services in order to enhance operational efficiency;
c) Provide Engineering and Mechanical services; d) Coordinate Gender related programmes in order to promote Gender awareness at the College;
e) Provide chaplaincy services;

A. Human Resource Management Unit
The Unit is responsible for managing human resources in order to enhance smooth operations of the College.
The Unit has the following specific functions:
a) Process human resource matters such as confirmation, placement, promotions, transfers and separations;
b) Maintain staff discipline and coordinate grievance handling in order to uphold professionalism;
c) Process payroll inputs in order to facilitate payment of salaries and other allowances;
d) Coordinate the implementation of performance management systems in order to monitor and evaluate performance;
e) Interpret and disseminate Terms and Conditions of Service and Police Service Code of Ethics in order to maintain consistency in their application;
f) Manage records in order to facilitate easy storage and retrieval of information;
g) Manage staff welfare in order to ensure their wellbeing;
h) Develop and implement staff wellness programmes.
The Unit is headed by a Senior Human Resource Management Officer (Senior Superintendent) and assisted by one (1) Human Resource Officer (Superintendent) and one (1) Professional Standards Officer (Assistant Superintendent).
B. Projects and Maintenance Unit
The Unit is responsible for maintenance of college infrastructure and other equipment in order to prolong their lifespan and ensure that they are in good working conditions. It also coordinates and supervise infrastructure projects for the College.
The Unit performs the following specific functions:
a) Develop and disseminate maintenance guidelines in order to improve the sustainability of buildings and equipment for the provision of quality services;
b) Undertake inspection and maintenance of police college infrastructure and facilities;
c) Maintain liaison between College Command and families residing in the Camp;
d) Repair equipment in order to ensure the provision of quality service;
e) Coordinate the implementation, monitoring and supervision of College infrastructure projects; and
f) Maintain Property Records and ownership documents.
The Unit is headed by a Supervisor – Projects and Maintenance (Assistant Superintendent) and assisted by one (1) Camp Commandant (Chief Inspector).
C. Quarter Master
The Unit is responsible for procurement of works, goods and services in order to ensure attainment of value for money and smooth operations of the Service. The Unit is also responsible for the storage and distribution of goods and rations.
The Unit performs the following specific functions:
a) Procurement of college equipment, goods and services;
b) Preparation of solicitation documents;
c) Facilitate the provision of logistics for college operation;
d) Evaluate procurement undertaking and projects for the purposes of contractual obligations;
e) Coordinate technical evaluation of bids;
f) Monitor the performance of suppliers;
g) Maintain procurement records;
h) Manage the storage and distribution of goods and college equipment;
i) Maintain Inventory of fixed and moveable assets and equipment; and
j) Facilitate the disposal of obsolete equipment and other assets.
The Unit is headed by a Senior Purchasing and Supplies Officer (Superintendent) who is assisted by one (1) Purchasing and Supplies Officer (Assistant Superintendent).
D. Armoury Unit
The Unit is responsible for management of firearms and musketry in order to ensure safety, marksmanship and support college operations.
The Unit performs the following specific functions:
a) Issue firearms and armoury for operations;
b) Receive firearms for safe custody;
c) Servicing of firearms and armoury;
d) Collaborate with quarter master on procurement of firearms, ammunitions and armoury consumables;
e) Provide technical assistance on firearm and weapon handling;
f) Maintain an inventory of firearms and armoury;
g) Collaborate with stakeholders on matters related to firearms and armoury; and
h) Range management.
The Unit is headed by a Chief Armourer (Superintendent) and assisted by one (1) Principal Armourer (Assistant Superintendent).
E. Information Technology and Communications (ITC) Unit
The Unit is responsible for provision and management of Information and Communication Technology (ICT) for the College. The Unit is also responsible for utilizing ICT technologies in order to contribute to achievement of the College’ strategic goals.
The Unit performs the following specific functions:
a) Coordinate Wide Area Network installations in order to facilitate access to ICT systems;
b) Provide security of College data;
c) Provide telephone, radio and signals services;
d) Conduct preventive maintenance, repair and replacement of ICT, telephone, radio and signals equipment;
e) Maintain software and hardware systems in order to ensure availability of the network;
f) Coordinate the automation and provision of online services in order to improve service delivery; and
g) Provide Helpdesk Support to all ICT users in order to ensure business continuity.
The Unit is headed by Officer – Information and Communications (Superintendent) and assisted by one (1) Information and Communications Officer (Assistant Superintendent).
F. Mess and Canteens Unit
The Unit is responsible for providing catering, nutritional and dietary support services in order to enhance the wellbeing of officers and trainees.
The Unit performs the following specific functions:
a) Provision of nutritional and dietary services to trainees and members of staff;
b) Determine daily food requirements for trainees and members of staff;
c) Prepare and serve food;
d) Collaborate with other departments/units on acquisition of food items and catering equipment/utensils; and
e) Provision of beverage services.
The Unit is headed by a Manager – Mess and Canteens (Assistant Superintendent) and assisted by one (1) Assistant Mess Manager (Chief Inspector), one (1) Catering Officer (Chief Inspector).
G. Engineering and Mechanical Services Unit
The Unit is responsible for the maintenance of plant and motor vehicles in order to prolong their serviceability and life span.
The unit performs the following specific functions:
a) Service and repair of plant and motor vehicles;
b) Prepare plant and motor vehicle maintenance plans in order to ensure compliance to prescribed maintenance requirements;
c) Prepare engineering and mechanical reports in order to inform decision making;
d) Develop and review standards and procedures for the workshop operations; and
e) Maintain a database of maintenance and repair works.
The Unit is headed by Officer-In-Charge – Engineering and Mechanical Services (Superintendent) and assisted by one (1) Deputy Officer in Charge-Engineering and Mechanical Services (Assistant Superintendent).
H. Gender Unit
The Gender Unit is responsible for coordinating the implementation of Gender mainstreaming programmes in order to promote Gender awareness at the College and ensure equity.
The Unit performs the following specific functions:
a) Coordinate the implementation of the National Gender Policy;
b) Mainstreaming gender issues in all departments/units;
c) Facilitate capacity building for gender mainstreaming at the College;
d) Undertake advocacy programmes to mainstream gender;
e) Promote and monitor adherence to gender mainstreaming; and
f) Prepare gender mainstreaming reports in order to inform decision making.
The Unit is managed by a Gender Officer (Assistant Superintendent).
I. Transport and Logistics Unit
The Unit is responsible for transport management in order to enhance smooth operations of the College.
The Unit performs the following specific functions:
a) Provide transport services to the College;
b) Monitor and maintain fuel log books;
c) Maintain College Vehicle log books;
d) Monitor the professional conduct of College Drivers;
e) Collaborate with Mechanical Engineering Unit on servicing, repairs and maintenance of Motor Vehicles;
f) Coordinate reporting of accident/theft of College motor vehicles; and
g) Facilitate insurance of Motor vehicles
The Unit is headed by a Principal Transport Officer (Assistant Superintendent) who is assisted by a one (1) Senior Transport Officer (Chief Inspector).
J. Chaplaincy Unit
The Unit is responsible for upholding spiritual and moral values at the College.
The Unit performs the following specific functions:
a) Provide chapel ministry to the College;
b) Provide counseling services to staff and their families;
c) Conduct funeral rites during bereavements; and
d) Provide pastoral care services to staff and their families.
The Unit is headed by a Chaplain (Assistant Superintendent) and assisted by one (1) Assistant Chaplain (Chief Inspector).
K. Lilayi Clinic
The Clinic is responsible for providing medical services to members of staff and surrounding communities in order to maintain a healthy workforce and citizenry.
The Unit performs the following specific functions:
a) Facilitate programmes on the provision of health care services;
b) Develop and disseminate guidelines and standards for clinical care, rehabilitative services and the referral systems;
c) Undertake and promote clinical research in order to inform and improve evidence-based practice;
d) Undertake performance assessment and quality assurance/improvement of the health facility in the Division; and
e) Facilitate provision of clinical diagnostic, technical and medical support services
The Clinic is headed by a Senior Clinical Officer General (Assistant Superintendent) who is assisted by one (1) Deputy Officer-In-Charge – Medical Services (Chief Inspector) and one (1) Clinical Officer – General (Chief Inspector) among others.
The Section is responsible for providing police training and staff development in order to impart knowledge and skills and enhance the performance of the Zambia Police Service.
The Section performs the following specific functions:
a) Conduct training to trainee Police Officers and serving officers in order to impart knowledge and skills;
b) Conduct trainee assessment in order to evaluate academic performance;
c) Develop and review curricular in order to facilitate effective delivery of training programs;
d) Design and prepare training materials in order to facilitate relevant and focussed training;
e) Manage the College library;
f) Conduct research in policing and other topical issues in order to inform decision making and enhance training;
g) Maintain trainee information systems in order to facilitate storage and retrieval of information;
h) Collaborate with stakeholders on police training and related issues in order to share information and best practices;
i) Provide trainees’ welfare services in order to facilitate a conducive learning environment;
j) Conduct pass-out parade in order to fulfil training requirements;
k) Train police officers in Dog Handling and Kernel Skills;
l) Train police officers in music and brass band skills; and
m) Provide brass band services during official State functions.
The Section is headed by a Chief Training Officer (Assistant Commissioner of Police) who is assisted by one (1) Deputy Training Officer (Senior Superintendent), one (1) Head – Drill and Weapon Training (Senior Superintendent), one (1) Head – Driving School (Senior Superintendent), one (1) Band Master (Senior Superintendent), one (1) Head – Humanities and Police Sciences (Senior Superintendent), Head – Law and Police Duties (Senior Superintendent), Head – Criminal Investigations (Senior Superintendent), Head – Intelligence (Senior Superintendent), Officer-In-Charge – K9 (Superintendent) and Librarian (Assistant Superintendent).

The Department is responsible for providing training in Law and Police duties to recruits and police officers during in service training.
The Department performs the following specific functions:
a) Design and prepare training materials;
b) Training Recruits during basic training
c) Provide training to serving officers during in service training;
d) Training of Police officers attending promotional courses;
e) Evaluation of training programmes and syllabi; and
f) Setting and marking of Examination in Law and Police Duties.
The Department is headed by the Head – Law and Police Duties (Senior Superintendent), who is assisted by one (1) Senior Lecturer – Law and Police Duties (Superintendent).
B. Criminal Investigations Department
The Department is responsible for providing training in Law and Police duties to recruits and police officers during in service training.
The Department performs the following specific functions:
a) Design and prepare training materials;
b) Training Recruits during basic training
c) Provide training to serving officers during in service training
d) Setting and marking of Examination in Criminal Investigations; and
e) Evaluation of training programmes and syllabi.
The Department is headed by the Head – Criminal Investigations (Senior Superintendent) who is assisted by one (1) Senior Lecturer Superintendent.
C. Drill and Weapons Training Department
The Department is responsible for providing training in Law and Police duties to recruits and police officers during in service training.
The Department performs the following specific functions:
a) Design and prepare training materials;
b) Provide firearms training for recruits;
c) Provide continuous training in musketry for members of the Police Service;
d) Responsible for provision of personnel for parades;
e) Conduct pass-out parade in order to fulfil training requirements;
f) Provide training for other public and private organisations;
g) Demonstrate the correct way to use exercise equipment;
h) Teaching defensive tactics;
i) Designing exercise routines and workouts to suit all trainees, abilities and needs;
j) Planning and conducting fun, safe and effective fitness classes and workouts; and
k) Provide appropriate first aid treatment to casualties and arrange form help where appropriate.
The Department is headed by the Head – Drill and Weapons Training (Senior Superintendent) who is assisted by one (1) Senior Instructor – Weapon Training (Superintendent) and one (1) Senior Instructor – Drill (Assistant Superintendent).
D. Humanities and Police Sciences Department
The Department is responsible for providing training in Law and Police duties to recruits and police officers during in service training.
The Sections performs the following specific functions:
a) Design and prepare training materials;
b) offer police science programs to both recruits and officers during in service courses;
c) Enhancing capacity of police officers in the fields of Information Communication and technology;
d) Training Recruits during basic training;
e) Provide training to officers during in-service training;
f) Setting and marking of Examination in Humanities and Police Sciences;
g) Provide training in basic Signals course; and
h) Training and testing for upgrading of signallers in service.
The Section is headed by the Head – Humanities and Police Science (Senior Superintendent) who is assisted by one (1) Senior Lecturer – Police Science (Superintendent) and one (1) Senior Lecturer – Information Technology and Communication (Superintendent).
E. Driving School
The School performs the following specific functions:
a) Basic driving course for Zambia Police Service drivers;
b) Training and testing for upgrading of drivers in Service; and
c) Continuous monitoring & evaluation of competency of drivers in the Service.
The Driving School is headed by the Head – Driving School (Senior Superintendent) who is assisted by one (1) Senior Instructor – Driving (Assistant Superintendent).
F. Crime Intelligence Department
The Department performs the following specific functions:
a) To plan, develop, manage course in crime intelligence both for recruits and participants for in service training;
b) To conduct training sessions or to arrange for subject matter experts;
c) prepare training materials, such as manuals, tests;
d) Intelligence gathering and processing;
e) Conduct threat assessments and
f) Discreet gathering of information related to crime and criminal activities.
The Department is headed by the Head – Crime Intelligence (Senior Superintendent) who is assisted by one (1) Senior Lecturer – Crime Intelligence (Superintendent).
G. Library Unit
The Unit is responsible for provision of library services to the training school in order to facilitate accessibility, security, flow and easy retrieval of information.
The Unit performs the following specific functions:
a) Receive and distribute books and other reference materials in order to facilitate easy flow of information;
b) Provide information and reference materials to recruits and members of staff;
c) Maintain a record of library users;
d) Secure books and other reference materials;
e) Maintain a database of books, reference and other materials; an
f) Collaborate with stakeholders on the management of library services.
The Unit is headed by a Senior Librarian (Assistant Superintendent) who is assisted by one (1) Librarian (Chief Inspector).
H. Canine Section
The Section performs the following specific functions:
a) Care and maintenance of Police Dogs;
b) Training Police Dogs and Dog Handlers;
c) Deploy officers and Police Dogs for Crime Preventions;
d) We use our dogs as explosive detectors; to sniff out and detect a variety of explosive materials; and
e) Procuring and breeding Police Dog.
The Section is headed by a Dog Master (Superintendent) who is assisted by one (1) Assistant Dog Master (Assistant Superintendent).
I. Police Band
The Police Band is responsible for providing training in Law and Police duties to recruits and police officers during in service training.
The Police Band performs the following specific functions:
a) Train police officers in music and brass band skills;
b) Provide brass band services during official State functions; and
c) Provide ceremonial support for civic events, and perform at police observances such as funerals and police training Schools graduation ceremonies.
The Police Band is headed by the Band Master (Senior Superintendent), who is assisted by one (1) Deputy Band Master (Superintendent), one (1) Officer-In-Charge – Jazz Band (Assistant Superintendent) and one (1) Officer-In-Charge – Brass Band (Assistant Superintendent).
