The Medical and Health Services Directorate

The Medical and Health Services Directorate is responsible for coordinating the provision of clinical and diagnostic services for improved health outcomes. The Directorate is also responsible for providing policy guidance and development of standards and guidelines for health service delivery in all health facilities across the ZPS.

 

The Directorate performs the following specific functions:

 

a) Facilitate the formulation and review of policies on the provision of health care services;

 

b) Develop and disseminate guidelines and standards for clinical care, rehabilitative services and the referral systems;

 

c) Coordinate referral services for specialized treatment in public and private facilities locally and abroad;

 

d) Undertake and promote clinical research in order to inform and improve evidence based practice;

 

e) Provide technical support for the management of hospitals and other health facilities;

 

f) Undertake performance assessment and quality assurance/improvement of the health facilities;

 

g) Facilitate provision of clinical diagnostic, technical and medical support services;

 

h) Facilitate provision of mobile and emergency health services;

 

i) Collaborate with relevant Schools of Medicine and other tertiary institutions on the training of medical staff; and

 

j) Coordinate budgeting and planning for all health facilities in the Police Service.

 

The Directorate is headed by a Director/Deputy Commissioner of Police (PSS03) and assisted by one (1) Deputy Director – Technical Services/Senior Assistant Commissioner of Police (PSS04) and one (1) Deputy Director – Administration/Senior Assistant Commissioner of Police (PSS04).

 

The Medical and Health Services Directorate comprises the following:

 

i. HIV/AIDS Secretariat;

 

ii. Sikanze Police Hospital; and

 

iii. Zambia Police Clinics.

 

HIV/AIDS Secretariat

 

The HIV/AIDS Secretariat is responsible coordinating all health related issues in all provinces and divisions.

 

The Secretariat performs the following specific functions:

 

a) Coordinate training;

 

b) Mobilise resources for any health related activities;

 

c) Advocate for policy change and provide linkages between Police and cooperating partners.

 

The HIV/AIDS Secretariat is headed by a National HIV/AIDS Coordinator/Superintendent (PSS07) who is assisted by one (1) Deputy National HIV/AIDS Coordinator/Assistant Superintendent (PSS08).

 

Sikanze Police Hospital

 

Sikanze Hospital is being categorized as a First Level Hospital based the standards provided by the Ministry of Health. A 1st Level Hospital is intended to serve a population of between 80,000 and 200,000 with medical, surgical, obstetric and diagnostic services, including all clinical services to support health centre referrals. It is to be headed by Medical Officer-In Charge (N) who reports to the Director Medical and Health Services.

 

Sikanze Police Hospital is responsible for the provision of health services to the ZPS and surrounding communities.

 

The Hospital performs the following specific functions:

 

a) Provide care in clinical, diagnostic and pharmaceutical services;

 

b) Facilitate training of quality clinical care and other healthcare professionals within ZPS;

 

c) Establish and implement outreach and mentorship programmes for Police health facilities;

 

d) Mobilize resources for self-sustainability and improvement of quality care; and

 

e) Provide human resource and administrative services to support hospital operations.

 

The Hospital will be headed by a Hospital Commandant/Assistant Commissioner of Police (PSS05) and assisted by one (1) Hospital Administrator/Senior Superintendent (PSS06) and one (1) Medical Officer (M).

 

I. Office of the Hospital Commandant

 

The Office of the Hospital Commandant is responsible for the overall management of the Hospital. In essence, the Commandant is the Chief Executive Officer who provides the strategic direction, while the functional heads will be responsible for executing the technical functions of the Hospital.

 

The Office facilitates the implementation of health and Police policies and supervise the functional heads.

 

The Office is also responsible and accountable for the proper financial management and expenditure of public resources appropriated to the Hospital as well as accounting for and managing human resources.

 

The Office also ensures that there are effective linkages and communication between and among departments/units in order to strengthen internal systems and improve coordination for the effective performance of the Hospital.

 

The Office also maintains linkages with key stakeholders.

 

The Hospital comprises the following functional areas:

 

i. Clinical Care and Diagnostic Services;

 

ii. Nursing and Midwifery Services;

 

iii. Eye Clinic;

 

iv. Dental Health Services;

 

v. Radiology;

 

vi. Laboratory Services;

 

vii. Public Health;

xii. Nutrition;

 

xiii. Human Resource and Administration;

xv. Chaplaincy.

 

A. Clinical Care and Diagnostic Services Unit

 

The Clinical Care and Diagnostic Services is responsible for the provision of quality and specialized diagnostic and clinical care services in order to promote patient recovery and good health.

 

The Unit is headed by a Consultant (N) who is assisted by one (1) Medical Officer In Charge (L), one (1) Chief Nursing Officer/Senior Superintendent (PSS06), one (1) Biomedical Scientist (PSS07), one (1), one (1) Radiographer (PSS07), one (1) Environmental Health Officer (PSS07), one (1) Physiotherapist (PSS07), one (1) Public Health Officer (PSS07), one (1) Nutritionist (PSS07), one (1) Dentist (PSS07), one (1) Pharmacist (PSS07), and one (1) Ophthalmic Clinical Officer (PSS08).

 

B. Nursing and Midwifery Services Unit

 

The Nursing and Midwifery Services Unit is responsible for the provision of quality nursing care services in order to enhance patient recovery and promote maternal health.

 

The Nursing and Midwifery Services Unit performs the following specific functions:

 

a) Provide nursing and midwifery care to patients;

 

b) Provide emergency nursing care services;

 

c) Ensure patient’s safety and uphold their rights;

 

d) Management of wards;

 

e) Disseminate information on medical standards;

 

f) Collaborate with other Health Care Providers on patient care; and

 

g) Collaborate with Schools Nursing and Midwifery on the training of nurses and midwives.

 

The Nursing and Midwifery Services Unit is headed by a Chief Nursing Officer/Senior Superintendent (PSS06) who is assisted by one (1) Senior Nursing Officer/Superintendent (PSS07) and one (1) Night Superintendent/Superintendent (PSSO7).

 

C. Eye Clinic

 

The Eye Clinic is responsible for provision of diagnosis and treatment of eye conditions in order to prevent loss of sight and maintain optimal eye status.

 

The Eye Clinic is headed by an Ophthalmic Clinical Officer/Superintendent (PSS07) who is assisted by one (1) Principal Ophthalmology Clinician/Assistant Superintendent (PSS08).

 

D. Dental Health Services Unit

 

The Dental Health Services Unit is responsible for the diagnosis and treatment of dental ailments in order to maintain optimal oral health.

 

The Dental Health Services Unit performs the following specific functions:

 

a) Conduct clinical evaluation and treatment of dental and oral disorders;

 

b) Conduct dental surgery;

 

c) Evaluation and therapeutic management of patients;

 

d) Fitting of dental prostheses and braces;

 

e) Collaborate with dental training schools on training of personnel; and

 

f) Provide continuous dental education.

 

The Unit is headed by a Dentist (PSS07) who is assisted by one (1) Senior Dental Technologist (PSS08).

 

E. Radiology Unit

 

The Radiology Unit is responsible for the provision of diagnostic Radiological and Imaging services in order to confirm diagnosis of ailments and facilitate treatment.

 

The Radiology Unit performs the following specific functions:

 

a) Provision of X-ray and Computed Tomographical (CT scan) services; and

 

b) Provision of Sonography imaging service.

 

The Radiology Unit is headed by a Radiographer (PSS07) who is assisted by one (1) Senior Radiographer (PSS08).

 

F. Laboratory Services Unit

 

The Laboratory Services Unit is responsible for analysing clinical and pathological specimens in order to facilitate diagnosis, treatment and prevention of disease.

 

The Laboratory Services Unit performs the following specific functions:

 

a) Collection and storage of specimen at the right temperature;

 

b) Grouping and Cross-matching of blood for transfusion;

 

c) Certification of results;

 

d) Recording and archiving of results for future reference;

 

e) Carrying out diagnostic tests on pathological specimens;

 

f) Conducting internal and external quality assurance activities;

 

g) Ordering laboratory commodities through electronic logistics management information systems;

 

h) Referral of specimen to other laboratories for further analysis;

 

i) Carrying out of research; and

 

j) Collaborate with medical schools in laboratory science education.

 

The Laboratory Services Unit is headed by a Biomedical Scientist/Superintendent (PPS07) who is assisted by one (1) Senior Biomedical Technologist/Assistant Superintendent (PSS08).

 

G. Public and Environmental Health Unit

 

The Unit is responsible for developing and implementing Public health programmes aimed at prevention, control and elimination of diseases in police formations. The Unit is further responsible for implementation of environmental health programmes for the hospital in order to prevent and reduce the risk of hospital acquired infections.

 

The Unit performs the following specific functions:

 

a) Develop and enforce guidelines and standards for Public Health.

 

b) Undertake disease surveillance and epidemiological patterns in order to assess prevalence and incidence of disease;

 

c) Inspection of premises in order to ensure that health, safety and hygiene standards are adhered to;

 

d) Undertake water quality control;

 

e) Pest, rodent and vector disease control; and

 

f) Management of waste.

 

The Public Health Unit is headed by a Head – Environmental & Public Health/Senior Superintendent (PSS06) who is assisted by one (1) Senior Public Health Technologist/ Superintendent (PSS07).

 

H. Pharmaceutical Services Unit

 

The Pharmaceutical Services Unit is responsible for the provision of Pharmaceutical Services in order to ensure effective treatment of patients.

 

The Pharmaceutical Services Unit performs the following functions:

 

a) Facilitate the procurement of drugs and medical supplies;

 

b) Dispense drugs and medical supplies to user departments and patients;

 

c) Storage of drugs and other medical supplies;

 

d) Compounding of medicines;

 

e) Disposal of expired drugs;

 

f) Monitor drug prescription patterns in the hospital;

 

g) Maintain inventory of pharmaceutical and medical supplies; and

 

h) Facilitate continuous medical education in the department.

 

The Section is headed by a Pharmacist/Senior Superintendent (PSS06) who is assisted by one (1) Senior Pharmacy Technologist/Superintendent (PSS07).

 

I. Physiotherapy Unit

 

The Physiotherapy Unit is responsible for the rehabilitation of patients with physical and other disorders in order to improve their wellbeing.

 

The Unit performs the following specific functions:

 

a) Preparation and implementation of treatment plans based on individual patients’ needs;

 

b) Monitoring of patients’ recovery progress;

 

c) Promotion of functional mobility in pre and post-operative patients to prevent complications;

 

d) Facilitate continuous medical education; and

 

e) Installation of prosthesis and orthotics.

 

The Physiotherapy Section is headed by a Chief Physiotherapist/Senior Superintendent (PSS06) who is assisted by one (1) Senior Physiotherapist/Superintendent (PSS07).

 

J. Psychology Unit

 

The Unit is responsible for conducting psycho-diagnostics, pyscho-social correction, prevention of substance, alcohol abuse, preparing officers psychologically and rehabilitation.

 

The Section is headed by a Psychologist/Superintendent (PSS07) who is assisted by one (1) Senior Psychosocial Counsellor/Assistant Superintendent (PSS08).

 

K. Nutrition Unit

 

The Unit is responsible for nutritional and dietary support services in order to enhance wellbeing of patients.
The Unit i perform the following specific functions:

 

a) Develop clinical nutrition treatment plans;

 

b) Educating the Public on nutrition issues;

 

c) Evaluating clients ‘nutritional needs;

 

d) Providing nutritional counselling and advise to patient/clients;

 

e) Development of menus; f) Determine daily food requirements for patients; and

 

g) Monitor and evaluate the implementation of nutrition services. The Unit is headed by a Nutritionist/Superintendent (PSS07) who is assisted by one (1) Senior Nutrition Technologist/Assistant Superintendent (PSS08).

 

L. Human Resource and Administration Unit

 

The Human Resource and Administration Unit is responsible for the management and development of human resources in order to enhance productivity and achievement of the hospital’s objectives. The Unit i also manage records management and health information systems functions and provide administrative and logistical support services in order to facilitate smooth operations.

 

The Unit is headed by a Senior Human Resource Officer – Hospital/Senior Superintendent (PSS06) who is assisted by one (1) Human Resource Officer – Hospital/Superintendent (PSS07), Senior Health Information Officer/Superintendent (PSS07), one (1) Biomedical Engineer/Assistant Superintendent (PSS08), one (1) Officer-In charge Registry/Inspector (PSS10) and one (1) Officer-In charge Transport/Inspector (PSS10).

 

The Unit comprises the following sub-units:

 

i. Administration;

 

ii. Health Information Systems;

 

iii. Maintenance;

 

iv. Transport; and

 

v. Registry.

 

M. Accounts Unit

 

The Unit is responsible for the collection of User fees, financial management and accounting functions of the Hospital.

 

The Unit i perform the following specific functions:

 

a) Manage financial resources of the hospital;

 

b) Collect hospital User fees;

 

c) Prepare financial reports and liaise with Zambia Police Service on the disbursement of funds;

 

d) Undertake disbursement of funds and monitor their utilization;

 

e) Collaborate with units on the preparation of budgets and disbursement of funds;

 

f) Produce financial reports and facilitate implementation of financial management systems;

 

g) Undertake asset valuation; and

 

h) Collaborate with both Internal and External Auditors on the auditing of the Hospital.

 

The Unit is headed by an Assistant Accountant/ (PSS08) who is assisted by one (1) Accounts Assistant (PSS09).

 

N. Chaplaincy Unit

 

The Unit is responsible for upholding spiritual and moral values at the hospital.

 

The Unit also performs the following specific functions:

 

a) Provide chapel ministry to the hospital;

 

b) Provide counselling services to staff and patients;

 

c) Provide pastoral care services to staff and patients; and

 

d) Conduct funeral rites during bereavements.

 

The Unit is headed by a Hospital Chaplain (PSS08) who is assisted by one (1) Assistant Chaplain (PSS09).

 

Police Clinic

 

The Police Clinic is responsible for conducting patient intake, administering care and medications, communicating with patients and care givers, compiling and submission of reports, providing diagnostic, therapeutic or preventive outpatient services’, care and maintenance of clinic equipment.

 

The Police Clinic is headed by a Health Centre-In-Charge (PSS07) who is assisted by one (1) Senior Clinical Officer (PSS08), one (1) Nursing Sister – Out-Patients (PSS08) and one (1) Nursing Sister – MCH (PSS08).

 

The Police Clinics distribution is shown below:

 

i. Livingstone – Southern Province;

 

ii. Kasama – Northern Province;

 

iii. Chinsali – Muchinga Province;

 

iv. Peter Singogo Police Camp Clinic, Kitwe – Copperbelt Province;

 

v. Chavuma Clinic – Mobile Unit, Kamfinsa, Kitwe – Copperbelt Province; vi. State Lodge Clinic, Chongwe – Lusaka Province;

 

vii. Central Police Clinic, Kabwe – Central Province;

 

viii. Lusaka West Camp Health Post, Lusaka – Lusaka Province;

 

ix. Sondela Health Post, Kafue – Lusaka Province; and

 

x. Paramilitary Health Post, Lusaka – Lusaka Province.
