The Air wing is responsible for using police aircraft to provide air support for crime-related matters to police stations and other units: including airborne assistance, in respect of armed robberies, house robberies, hijacking, vehicle theft, unrest-related incidents and crowd control, operational support to other units, as well as search and rescue incidents in order to enhance its operational efficiency. Further the Air wing is responsible for managing, serving and repairing the aircraft to maintain the aircrafts worthiness.
The Section performs the following specific functions:
a) Planning, implementing and operating Zambia Police Service Air Wing operations;
b) Assuring all SOPS and legally required Safety and Operational requirements are met or exceeded;
c) Maintaining compliance with Government and Zambia Police policies, rules and regulations;
d) Providing air support to the Service; including air supply and recce;
e) Transport police officers to need areas;
f) Provide General government communication flight facilities and carriage of V.I.Ps;
g) Transport air support for the Service, government ministries and other authorized agencies;
h) Enhance Traffic Control and Surveillance; and
i) Casualty evacuation.
The Air wing section is headed by a Director – Air Wing (Deputy Commissioner of Police) and is assisted by one (1) Deputy Director – Engineering and Mechanical Services (Senior Assistant Commissioner of Police), one (1) Deputy Director – Operational Services (Senior Assistant Commissioner of Police), and (1) one (1) Assistant Director – Human Resource & Safety Management (Assistant Commissioner of Police).
The Air Wing section comprises three (3) Units shown below:
i. Operational Services;
ii. Engineering and Mechanical; and
iii. Human Resource and Administration.
The Unit is responsible for controlling, directing and managing the aerodrome throughout the country, developing and coordinating plans to support flight operations.
The Unit performs the following specific functions:
a) It is responsible for l flight planning and all routine and emergency airfield operations;
b) Responsible for the safe operation of the helicopter and safety of its occupants and cargo during flight time;
c) Provide traffic control services to the transient Air Mobility Command;
d) Provides weather and climatological support;
e) Ensure that all reports of operational irregularities, including incident and accident, are properly investigated, resolved and action taken as necessary
f) Determine flight crew establishments and the associated training programmes necessary to meet present and future operational requirements
g) Ensure that all passengers are briefed on the location of emergency exits and the location and use of relevant safety and emergency equipment;
h) Ensure that all documents and manuals as specified in this Operations Manual are carried and will remain valid throughout the flight or series of flights;
The Unit is headed by Deputy Director – Operational Services (Senior Assistant Commissioner of Police) who is assisted by one (1) Assist Director -Flights Operational (Assistant Commissioner of Police), one (1) Assistant Director -Training (Pilots) and one (1) Chief Pilot (Senior Superintendent).
The Unit is responsible for ensuring the Officer is responsible for the establishing, maintaining and monitoring of the Quality System and ensure that that the Police Air Assets are operated in a safe manner.
The Unit performs the following specific function:
a) Ensure that aircrafts operate in a safe and reliable manner with regard to helicopter maintenance and engineering;
b) Responsible making sure that each helicopter used in providing the air service is airworthy and serviceable for flight;
c) Ensure that all special operational equipment is serviceable and certified for use with the corresponding helicopter;
d) Ensure that all maintenance personnel have the appropriate knowledge, qualifications, skills, experience and training to perform or supervise their assigned duties;
e) Provide Advice to the Aviation Safety Officer of any maintenance and engineering related changes required to the Flight Operational Manual; and
f) Coordinate daily helicopter scheduling with the maintenance personnel.
The Unit is headed by Deputy Director – Engineering and Mechanical Services (Senior Assistant Commissioner of Police) who is assisted by one (1) Assist Director -Engineering Service (Assistant Commissioner of Police) and one (1) Chief Engineer (Assistant Commissioner of Police).
The Unit is responsible for managing, directing and coordinating human resource and administrative support functions for the Air wing. Further the Unit is also responsible for ensuring that all the established quality control procedures are effectively implemented.
The Section performs the specific functions:
a) Manage human resources and staff development function;
b) Records management;
c) Responsible for the discipline, welfare and morale of officers under the air wing;
d) Ensure that all officers under the air wing are competent to perform the duties assigned to them and that they hold the appropriate valid licences and ratings; and
e) Making periodic inventories in order to provide the most current operational data, required navigational charter and to ensure operation in accordance with the ZCARS.
The Unit is headed by the Assistant Director – Human Resource and Safety Management (Assistant Commissioner of Police) who is assisted by one (1) Senior Aviation Officer (Senior Superintendent) and Senior Human Resource Officer (Senior Superintendent).
