The Unit is responsible for guarding vital installations, government buildings, VIPs and VIPs’ residences in order to contribute to socio-economic development of the country.
The Unit performs the following specific functions:
a) Guard vital installations, government buildings and VIP residences;
b) Provide security to VIPs;
c) Detect crime and arrest suspects in order to facilitate prosecution and ensure promotion of justice;
d) Protect and uphold the rights of citizens in line with the Bill of Rights;
e) Manage information and communication services in order to enhance operational efficiency;
f) Collaborate with stakeholders on public security and maintenance of law and order; and
g) Provide logistical, financial and administrative support in order to enhance operations.
The Unit is headed by a Commanding Officer (Deputy Commissioner of Police) who is assisted by one (1) Deputy Commanding Officer (Senior Assistant Commissioner of Police), one (1) Divisional Operations Officer (Assistant Commissioner of Police), one (1) Senior Human Resource Officer (Senior Superintendent), one (1) Divisional Crime Intelligence Officer (Senior Superintendent) and one (1) Research and Planning Officer (Assistant Superintendent).
Under the Office of the Commanding Officer, there is a Research and Planning Unit for easy coordination of the research and planning functions of the Unit to enhance efficiency.
A. Research and Planning Unit
The Unit is responsible for coordinating, formulating and reviewing institutional plans to facilitate effective implementation of programmes and projects.
The Unit performs the following specific functions:
a) Coordinate the development, implementation and review of the institutional plans;
b) Monitor and evaluate the implementation of programmes and projects;
c) Coordinate preparation of Annual and other reports; and
d) Coordinate and conduct periodical research in order to generate information for informed decision making.
The Unit is headed by a Research and Planning Officer (Assistant Superintendent).
B. Crime Intelligence Unit
The Unit is responsible for providing intelligence support to the Unit and other authorities in order to facilitate decision making and execution of operations.
The Unit performs the following specific functions:
a) Collect, correlate and analyse intelligence information from various sources;
b) Conduct regular threat assessment reviews and make appropriate recommendations;
c) Advise relevant authorities on the protection of key and vital installations based on the assessed threat; and
d) Collaborate with other law enforcement agencies on the monitoring or arrest of persons with links to crime.
The Unit is headed by a Divisional Crime Intelligence Officer (Senior Superintendent) who is assisted by one (1) Deputy Divisional Crime Intelligence Officer (Superintendent).
The Protective Unit comprises the following:
i. Human Resource and Administration Section; and
ii. Operations Section.
The Section is responsible for managing and coordinating human resource management and administrative support functions in order to enhance smooth operations at the Unit.
The Section has the following specific functions:
a) Process human resource matters such as confirmation, placement, promotions, transfers and separations;
b) Maintain staff discipline and coordinate grievance handling in order to uphold professionalism;
c) Process payroll inputs in order to facilitate payment of salaries and other allowances;
d) Coordinate the implementation of performance management systems in order to monitor and evaluate performance;
e) Interpret and disseminate Terms and Conditions of Service and Police Service Code of Ethics in order to maintain consistency in their application;
f) Manage records in order to facilitate easy storage and retrieval of information;
g) Manage staff welfare in order to ensure their wellbeing; and
h) Develop and implement staff wellness programmes.
The Section is overseen by a Senior Human Resource Management Officer (Senior Superintendent) who is assisted by one (1) Human Resource Management Officer (Superintendent), one (1) Divisional Armourer (Superintendent), one (1) Senior Purchasing and Supplies Officer (Superintendent), one (1) Divisional Information and Communications Officer (Superintendent), Officer-In-Charge – Engineering and Mechanical Services (Assistant Superintendent), one (1) Principal Transport Officer (Assistant Superintendent), one (1) Gender Officer (Assistant Superintendent) and one (1) Chaplain (Assistant Superintendent).
The Section comprises the following Units:

A. Human Resource Management Unit

B. Quarter Master Unit
The Unit is responsible for procurement of works, goods and services in order to ensure attainment of value for money and smooth operations of the Service. The Unit is also responsible for the storage and distribution of goods and rations.
The Unit performs the following specific functions:
a) Implement the procurement plan in order to guide the procurement process;
b) Procurement of police goods and services;
c) Facilitate the provision of logistics for all police operations;
d) Evaluate procurement undertaking and projects for the purposes of contractual obligations;
e) Monitor the performance of suppliers;
f) Maintain procurement records;
g) Manage the storage and distribution of goods and police equipment;
h) Maintain Inventory of fixed and moveable assets and equipment; and
i) Facilitate the disposal of obsolete equipment and other assets.
The Unit is headed by a Senior Purchasing and Supplies Officer (Superintendent) who is assisted by one (1) Purchasing and Supplies Officer (Assistant Superintendent).
C. Information Technology and Communications Unit
The Unit is responsible for provision and management of Information Technology and Communication (ITC) for Protective Unit. The Unit is also responsible for utilizing ITC technologies in order to contribute to achievement of the Unit’s strategic goals.
The Unit performs the following specific functions:
a) Manage communication control centres and information rooms for transmission of information and instructions to stations, field patrol cars and foot patrol officers;
b) Deploy and maintain Information Communication and Technology (ICT) devices such as routers and servers in order to facilitate information dissemination and data management;
c) Deploy and maintain the High Frequency (H.F) communication systems and sub-communication systems and Very High Frequency (V.H.F) band field communication systems for regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;
d) Provide high speed communication channels via e-mail, e-messaging, video conferencing and Voice Over Internet Protocols (VOIP) calls;
e) Monitor the surveillance cameras’ live stream for enhanced security within the police premises; and
f) Carry out repair works on police communication equipment (radios and other devices).
The Unit is headed by Divisional Information and Communications Officer (Superintendent) and assisted by one (1) Information and Communications Officer (Assistant Superintendent).
D. Armoury
The Unit is responsible for management of firearms and musketry in order to ensure safety, marksmanship and support Protective Unit operations.
The Unit performs the following specific functions:
a) Issue firearms and armoury for operations;
b) Receive firearms for safe custody;
c) Servicing of firearms and armoury;
d) Collaborate with quarter master on procurement of firearms, ammunitions and armoury consumables;
e) Provide technical assistance on firearm and weapon handling;
f) Maintain an inventory of firearms and armoury;
g) Collaborate with stakeholders on matters related to firearms and armoury; and
h) Range management.
The Unit is headed by a Chief Armourer (Superintendent) and assisted by one (1) Principal Armourer (Assistant Superintendent).
E. Transport and Logistics Unit
The Unit is responsible for transport management in order to enhance smooth operations of Protective Unit Headquarters.
The Unit performs the following specific functions:
a) Provide transport services to the ZPS;
b) Monitor and maintain fuel log books;
c) Maintain ZP Vehicle log books;
d) Monitor the professional conduct of all ZPS Drivers;
e) Collaborate with Mechanical Engineering Unit on servicing, repairs and maintenance of Motor Vehicles; and
f) Coordinate reporting of accident/theft of ZPS motor vehicles.
The Unit is headed by a Principal Transport Officer (Assistant Superintendent) who is assisted by a one (1) Senior Transport Officer (Chief Inspector).
F. Engineering and Mechanical Services Unit
The Unit is responsible for the maintenance of plant and motor vehicles in order to prolong their serviceability and life span.
The Unit is headed by Officer-In-Charge – Engineering and Mechanical Services (Superintendent) and assisted by one (1) Deputy Officer in Charge (Assistant Superintendent).
G. Chaplaincy Unit
The Unit is responsible for upholding spiritual and moral values at the Unit.
The Unit performs the following specific functions:
a) Provide chapel ministry to the College;
b) Provide counseling services to staff and their families;
c) Conduct funeral rites during bereavements; and
d) Provide pastoral care services to staff and their families.
The Unit is headed by a Chaplain (Assistant Superintendent) and assisted by one (1) Assistant Chaplain (Chief Inspector).
H. Gender Unit
The Unit is responsible for coordinating the implementation of Gender mainstreaming programmes in order to promote Gender awareness at the Unit and ensure equity.
The Unit performs the following specific functions:
a) Coordinate the implementation of the National Gender Policy;
b) Mainstreaming gender issues in all departments/units;
c) Facilitate capacity building for gender mainstreaming at the College;
d) Undertake advocacy programmes to mainstream gender;
e) Promote and monitor adherence to gender mainstreaming; and
f) Prepare gender mainstreaming reports in order to inform decision making.
The Unit is headed by a Gender Officer (Assistant Superintendent).
