The Research and Planning Directorate

The Research and Planning Directorate is responsible for coordinating, formulating and reviewing Police Service policies and legislation in order to provide a framework for effective implementation of programmes and projects. The Directorate is also responsible for monitoring and evaluating the implementation of programmes by all the Divisions and Directorates in order to ensure realisation of the objectives of the Service. Further, the Directorate is responsible for undertaking research and planning, provide appropriate and up-to-date information for effective decision-making and for the enhancement of efficiency and effectiveness in the operations of the Zambia Police Service.

 

The Directorate performs the following specific functions:

 

a) Coordinating the development, implementation and review of the Zambia Police Service Strategic Plan;

 

b) Managing and overseeing the policy and legislative processes to facilitate the functioning of the Police Service;

 

c) Coordination of the preparation of Police Service annual budget and work-plans and facilitating budget performance analysis in consultation with all divisions and directorates and units;

 

d) Facilitate the development, representation and implementation of collaborative mechanisms with local, bilateral, regional and multilateral organisations;

 

e) Coordinating the designing and executing of research programmes which support policy formulation and appraisal in order to promote evidence-based policy formulation in the Police Service;

 

f) Mainstreaming cross-cutting issues into ministerial programmes in order to ensure equity and social inclusion;

 

g) Facilitate the preparation of quarterly/annual reports on the Police Service operations and performance;

 

h) Facilitate the preparation of investment plans, technical assistance and project proposals for purposes of resource mobilization; and

 

i) Coordinate Parliamentary and Cabinet Business.

 

The Directorate is headed by a Director – Research and Planning (Deputy Commissioner of Police) and assisted by one (1) Deputy Director – Planning and Policy (Senior Assistant Commissioner of Police).

 

The Directorate comprises the following three (3) Sections:

 

i. Planning and Policy Section;

 

ii. Research Section;

 

iii. Management Information Systems Section.

 

Planning and Policy Section

 

The Planning and Policy Section is responsible for planning for the operations, expansion and human resources for the Police Service. In addition, the unit will co-ordinate strategic planning process, monitoring and evaluation, as well as linking the budget to the plans. The Section is also responsible for facilitating technical co-operation.

 

The Planning and Policy Section performs the following specific functions:

 

a) Managing and overseeing the policy and legislative processes to facilitate the functioning of the Police Service;

 

b) Coordinating the development, implementation and review of the Zambia Police Service Strategic Plan;

The Planning and Policy Section is headed by an Assistant Director – Planning and Policy (Assistant Commissioner of Police) who is assisted by one (1) Chief Planning Officer (Senior Superintendent).

 

Research Section

 

The Research Section is responsible for conducting research in various Police and crime related issues in order to facilitate effective decision making in the fight against crime and the maintenance of internal security.

 

The Research Section performs the following specific functions:

 

a) Design and conduct research programmes which support policy formulation and appraisal in order to promote evidence-based policy formulation in the Police Service;

 

b) Collaborate with local and international stakeholders and Research Institutions on internal security related matters and sharing of best practices; and

 

c) Facilitate the preparation of investment plans, technical assistance and project proposals for purposes of resource mobilization.

 

The Research Section is headed by an Assistant Director – Research (Assistant Commissioner of Police) and assisted by one (1) Chief Research Officer (Senior Superintendent).

 

Management Information Systems Unit

 

The Management Information Systems Section is responsible for providing technical support, hardware and software maintenance in order to facilitate easier processing and retrieval of information. It is also responsible for developing and maintaining the Planning and Research Management Information Systems.

 

The Section performs the following specific functions:

 

a) Provide technical support on software and ITC infrastructure to the Directorate;

 

b) Provide Helpdesk and End-User support to the Directorate;

 

c) Facilitate the development and application of appropriate Information Technology and Communication tools for supporting the Planning and Research functions;

 

d) Develop and maintain the Planning and Research Management Information Systems.

 

e) Monitor and review the effectiveness of the Planning and Research Management Information System;

 

f) Define and implement security protocols for electronic systems as well as leverage informatics, data mining and warehousing for decision making;

 

The Management Information Systems Section is headed by a Senior Information Management Officer (Senior Superintendent) and assisted by one (1) Information Management Officer (Superintendent).
