The TAZARA Division

The Division is responsible for providing security along the Tanzania-Zambia Railways (TAZARA), Tanzania-Zambia Mafuta (TAZAMA) Oil Pipeline and surrounding areas in order to contribute to socio-economic development.

 

The Division performs the following specific functions:

 

a) Provide security at TAZARA and TAZAMA oil pipeline;

 

b) Detect and investigate crime and arrest suspects in order to facilitate prosecution and ensure promotion of justice;

 

c) Manage information and communication services in order to enhance operational efficiency;

 

d) Protect and uphold the rights of citizens in line with the Bill of Rights;

 

e) Collaborate with stakeholders on crime prevention and maintenance of law and order; and

 

f) Provide logistical, financial and administrative support in order to enhance operations.

 

The Division is headed by a Commanding Officer (Deputy Commissioner of Police) who is assisted by one (1) Deputy Commanding Officer (Senior Assistant Commissioner of Police), one (1) Divisional Criminal Investigations Officer (Assistant Commissioner of Police), one (1) Divisional Operations Officer (Assistant Commissioner of Police), one (1) Divisional Crime Intelligence Officer (Senior Superintendent), one (1) Senior Human Resource Management Officer (Senior Superintendent), one (1) Divisional Community Services Officer (Assistant Superintendent), one (1) Officer Commanding (Superintendent) each for Lwitikila, Mpanda and Muchinga Police Districts, one (1) Finance Officer (Assistant Superintendent) and one (1) Research and Planning Officer (Assistant Superintendent).

 

In the Office of the Commanding Officer/Deputy Commissioner of Police, there is a Research and Planning unit for easy coordination of the research and planning functions of the Division to enhance efficiency.

 

The Office of the Commanding Officer comprises the following:

 

i. Research and Planning Unit; and

 

ii. Police Crime Intelligence Section.

 

A. Research and Planning Unit

 

The Unit is responsible for coordinating, formulating and reviewing institutional plans to facilitate effective implementation of programmes and projects.

 

The Unit performs the following specific functions:

 

a) Coordinate the development, implementation and review of the institutional plans;

 

b) Monitor and evaluate the implementation of programmes and projects;

 

c) Coordinate preparation of Annual and other reports; and

 

d) Coordinate and conduct periodical research in order to generate information for informed decision making.

 

The Unit is managed by a Research and Planning Officer/Assistant Superintendent (PSS08).

 

B. Crime Intelligence Section

 

The Section is responsible for providing intelligence support and bomb expert services to the Division and other authorities in order to facilitate decision making and execution of operations.

 

The Section performs the following specific functions:

 

a) Collect, correlate and analyse intelligence information from various sources;

 

b) Conduct regular threat assessment reviews and make appropriate recommendations;

 

c) Advise relevant authorities on the protection of key and vital installations based on the assessed threat; and

 

d) Collaborate with other law enforcement agencies on the monitoring or arrest of persons with links to crime.

 

The Section is headed by a Divisional Crime Intelligence Officer (Senior Superintendent) who is assisted by one (1) Deputy Divisional Crime Intelligence Officer (Superintendent).

 

The Division comprises the following five (5) Sections, one (1) Unit and three (3) Police Districts:

 

i. Criminal Investigations Section;

 

ii. Human Resource and Administration Section;

 

iii. Crime Prevention and Special Support Services Section;

 

iv. Crime Intelligence Section;

 

v. Community Services Section;

 

vi. Finance Unit; and

 

vii. Lwitikila, Mpanda and Muchinga Police Districts.

 

Criminal Investigations Section

 

The Section is responsible for general and specialised criminal investigations in order to facilitate prosecution of offenders in the Division.

 

The Section performs the following specific functions:

 

a) Implement policies with regard to detection of crime and prosecution of offenders;

 

b) Conduct general and specialised Criminal Investigations;

 

c) Case and Informer Management;

 

d) Crime Analysis, Data compilation and processing;

 

e) Processing and storage of criminal records;

 

f) Criminal information, intelligence collection and dissemination;

 

g) Conduct bilateral Joint Operations; and

 

h) Conduct joint security operations with local law enforcement agencies.

 

The Section is headed by a Divisional Criminal Investigations Officer (Assistant Commissioner of Police) who is assisted by one Deputy Divisional Criminal Investigations Officer (Senior Superintendent).

 

Human Resource and Administration Section

 

The Section is responsible for managing and coordinating human resource management and administrative support functions in order to enhance smooth operations in the Division.

 

The Section has the following specific functions:

 

a) Process human resource matters such as confirmation, placement, promotions, transfers and separations;

 

b) Maintain staff discipline and coordinate grievance handling in order to uphold professionalism;

 

c) Process payroll inputs in order to facilitate payment of salaries and other allowances;

 

d) Coordinate the implementation of performance management systems in order to monitor and evaluate performance;

 

e) Interpret and disseminate Terms and Conditions of Service and Police Service Code of Ethics in order to maintain consistency in their application;

 

f) Manage records in order to facilitate easy storage and retrieval of information;

 

g) Manage staff welfare in order to ensure their wellbeing;

 

h) Develop and implement staff wellness programmes.

 

The Section is headed by a Senior Human Resource Management Officer (Senior Superintendent) who is assisted by one (1) Human Resource Management Officer (Superintendent), one (1) Divisional Armourer (Superintendent), one (1) Senior Purchasing and Supplies Officer (Assistant Superintendent), Divisional Transport Officer (Assistant Superintendent), one (1) Officer-In-Charge – Engineering and Mechanical Services (Superintendent), one (1) Divisional Information and Communications Officer (Superintendent) and one (1) Gender Officer (Assistant Superintendent).

 

The Section comprises the following Units:

ii. Professional Standards;

 

iii. Quarter Master;

 

iv. Armoury;

 

v. Information Technology and Communications;

 

vi. Transport and Logistics;

 

vii. Engineering and Mechanical; and

B. Quarter Master Unit

 

The Unit is responsible for procurement of works, goods and services in order to ensure attainment of value for money and smooth operations of the Service. The Unit is also responsible for the storage and distribution of goods and rations.

 

The Unit performs the following specific functions:

 

a) Implement the procurement plan in order to guide the procurement process;

 

b) Procurement of police goods and services;

 

c) Facilitate the provision of logistics for all police operation;

 

d) Evaluate procurement undertaking and projects for the purposes of contractual obligations;

 

e) Monitor the performance of suppliers;

 

f) Maintain procurement records;

 

g) Manage the storage and distribution of goods and police equipment;

 

h) Maintain Inventory of fixed and moveable assets and equipment; and

 

i) Facilitate the disposal of obsolete equipment and other assets.

 

The Unit is headed by a Senior Purchasing and Supplies Officer (Assistant Superintendent) who is assisted by one (1) Senior Stores Officer (Chief Inspector).

 

C. Armoury Unit

 

The Unit is responsible for management of firearms and musketry in order to ensure safety, marksmanship and support TAZARA Unit operations.

 

The Unit is headed by a Divisional Armourer (Superintendent) and assisted by one (1) Principal Armourer (Assistant Superintendent) and one (1) Range Master (Assistant Superintendent).

 

D. Information Technology and Communications Unit

 

The Unit is responsible for provision and management of Information and Communication Technology (ICT) for TAZARA. The Unit is also responsible for utilizing ITC technologies in order to contribute to achievement of the Unit’s strategic goals.

 

The Unit performs the following specific functions:

 

a) Manage communication control centres and information rooms for transmission of information and instructions to stations, field patrol cars and foot patrol officers;

 

b) Deploy and maintain Information Communication and Technology (ICT) devices such as routers and servers in order to facilitate information dissemination and data management;

 

c) Deploy and maintain the High Frequency (H.F) communication systems and sub-communication systems and Very High Frequency (V.H.F) band field communication systems for regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;

 

d) Provide high speed communication channels viz: e-mail, e-messaging, video conferencing and Voice Over Internet Protocols (VOIP) calls;

 

e) Monitor the surveillance cameras’ live stream for enhanced security within the police premises; and

 

f) Carry out repair works on police communication equipment (radios and other devices).

 

The Unit is headed by Divisional Information and Communications Officer (Superintendent) and assisted by one (1) Information and Communications Officer (Assistant Superintendent).

 

E. Transport and Logistics Unit

 

The Unit is responsible for transport management in order to enhance smooth operations of TAZARA Headquarters.

 

The Unit performs the following specific functions:

 

a) Provide transport services to the ZPS;

 

b) Monitor and maintain fuel log books;

 

c) Maintain ZP Vehicle log books;

 

d) Monitor the professional conduct of all ZPS Drivers;

 

e) Collaborate with Mechanical Engineering Unit on servicing, repairs and maintenance of Motor Vehicles; and

 

f) Coordinate reporting of accident/theft of ZPS motor vehicles.

 

The Unit is headed by a Divisional Transport Officer (Assistant Superintendent) who is assisted by one (1) Senior Transport Officer (Chief Inspector).

 

F. Engineering and Mechanical Services Unit

 

The Unit is responsible for the maintenance of plant and motor vehicles in order to prolong their serviceability and life span.

 

The Unit performs the following specific functions:

 

a) Rehabilitate and maintain motor vehicles and mechanical equipment;

 

b) Prepare motor vehicle and Mechanical equipment maintenance plans in order to ensure compliance to prescribed maintenance requirements;

 

c) Prepare engineering and mechanical reports in order to inform decision making;

 

d) Develop and review standards and procedures for the workshop operations; and

 

e) Maintain a database of maintenance and repair works.

 

The Unit is headed by Officer-In-Charge – Engineering and Mechanical Services (Superintendent) and assisted by one (1) Deputy Officer-In-Charge (Assistant Superintendent).

 

G. Gender Unit

 

The Gender Unit is responsible for coordinating the implementation of Gender mainstreaming programmes in order to promote Gender awareness and ensure equity under TAZARA Unit.

 

The Unit performs the following specific functions:

 

a) Coordinate the implementation of the National Gender Policy;

 

b) Mainstreaming gender issues in all departments/units;

 

c) Facilitate capacity building for gender mainstreaming at the College;

 

d) Undertake advocacy programmes to mainstream gender;

 

e) Promote and monitor adherence to gender mainstreaming; and

 

f) Prepare gender mainstreaming reports in order to inform decision making.

 

The Unit is managed by a Gender Officer (Assistant Superintendent).

 

Crime Prevention and Support Services Section

 

The Section is responsible for coordination of police operations and other special support services in order to facilitate the maintenance of law and order.

 

The Section performs the following specific functions:

 

a) Maintain law and order;

 

b) Provide security services to the TAZARA and TAZAMA facility;

 

c) Facilitate the movements of Cargo Trains; and

 

d) Provide police community services.

 

The Section is headed by a Divisional Operations Officer (Assistant Commissioner of Police) who is assisted by one (1) Deputy Divisional Operations Officer (Senior Superintendent).

 

Finance Unit

 

The Unit is responsible for the management of financial resources in order to ensure prudent utilisation of resources and accountability.

 

The Unit performs the following specific functions:

 

a) Prepare financial reports in order to comply with regulations and facilitate decision making;

 

b) Prepare and maintain an asset register in order to ensure accountability;

 

c) Prepare financial statements in order to facilitate external audits.

 

d) Process payroll and statutory returns in order to facilitate the payment of salaries and statutory obligations; and

 

e) Stores management.

 

The Unit is headed by a Finance Officer (Assistant Superintendent) who is assisted by one (1) Assistant Finance Officer (Chief Inspector).

 

Grade C Police Districts

 

The District is responsible for coordinating police activities under its jurisdiction. It also supervises officers in charge for police stations and police posts within the district.

 

The District is headed by an Officer Commanding – Grade C (Superintendent) who is assisted by one (1) Deputy Officer Commanding (Assistant Superintendent) and one (1) Senior Crime Intelligence Officer (Chief Inspector).

 

Grade C Police Stations

 

Grade C Police Station is headed by an Officer in Charge – Grade C (Chief Inspector) who is assisted by one (1) Station Inspector – Grade C (Inspector), one (1) Criminal Investigations Officer (Inspector), one (1) Crime Intelligence Officer (Inspector), one (1) Assistant Community Services Officer (Inspector), one (1) Front Desk Supervisor (Inspector) and one (1) Assistant Armourer (Sergeant), one (1) Assistant Chaplin (Sergeant), and five (5) Officer-In-Charge-Police Post (Inspector).

 

Grade C Police Station comprises the following:

 

i. Mpika TAZARA;

 

ii. Kasama TAZARA;

 

iii. Kapiri Mposhi TAZARA;

 

iv. Nakonde TAZARA;

 

v. Chozi TAZARA;

 

vi. Mkushi TAZARA;

 

vii. Serenje TAZARA;

 

viii. Kalonje TAZARA; and

 

ix. Kaloswe TAZARA Police Stations.

 

Police Posts

 

Police Post is headed by an Officer in Charge (Inspector) who is assisted by two (2) Assistant Criminal Investigations Officers (Sergeant), one (1) Assistant Crime Intelligence Officer (Sergeant), three (3) Assistant Community Services Officers (Sergeant) and two (2) Sector Supervisors (Sergeant).

 

Police Posts comprises the following:

 

i. Mununga TAZARA;

 

ii. Mwenzo TAZARA;

 

iii. Makasa TAZARA;

 

iv. Kapwila TAZARA; and

 

v. Nseluka TAZARA Police Posts.
