The Technical Services Directorate is responsible for facilitating the rehabilitation and maintenance of motor vehicles and mechanical equipment. It is also responsible for overseeing the development and application of appropriate Information, Communication and Technology systems.
The Directorate performs the following specific functions:
a) Rehabilitate and maintain motor vehicles and mechanical equipment;
b) Prepare maintenance schedule for institution motor vehicle and Mechanical equipment;
c) Manage the provision of information technology and services;
d) Design and implement computer networks linking all divisions and support groups to provide internet and intranet access, and other services such as interpol-24/7 and IFIMIS;
e) Deploy and maintain the High Frequency (H.F) communication systems and sub-communication systems and Very High Frequency (V.H.F) band field communication systems for regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;
f) Deploy and maintain Information Communication and Technology (ICT) devices such as routers and servers in order to facilitate information and data management;
g) Manage communication control centres and information rooms for transmission of information and instructions to stations, field patrol cars and foot patrol officers;
h) Develop and police website and other custom software;
i) Carry out repair works on police communication equipment (radios and other devices);
j) Provides helpdesk support to ICT end users;
k) Install and maintain power system protections for LTE equipment, switchgear equipment for voice and video communication and backup power system for video surveillance systems for selected towns; and
l) Provide basic training to users in basic operations procedures of operating thermal standby power systems.
The Directorate is headed by Director – Technical Services (Deputy Commissioner of Police) who is assisted by one (1) Deputy Director – Mechanical Engineering (Senior Assistant Commissioner of Police), one (1) Deputy Director – Information Technology and Communication (Senior Assistant Commissioner of Police) and one (1) Senior Human Resource Officer – Technical/Assistant Director (Assistant Commissioner of Police).
The Directorate comprises the following two (2) Sections and one (1) Unit:
i. Mechanical Engineering Services Section;
ii. Information Technology Communication Section; and
iii. Administration and Human Resource Unit.
The Mechanical Engineering Services Section is responsible for facilitating the rehabilitation and maintenance of motor vehicles and mechanical equipment.
The Section is responsible for the following specific functions:
a) Rehabilitate and maintain motor vehicles and mechanical equipment;
b) Prepare motor vehicle and Mechanical equipment maintenance plans in order to ensure compliance to prescribed maintenance requirements;
c) Train motor vehicle operators and upcoming technical manpower for mechanical unit;
d) Prepare engineering and mechanical reports in order to inform decision making;
e) Develop and review standards and procedures for the workshop operations; and
f) Maintain a database of maintenance and repair works.
The Section is headed by a Deputy Director – Mechanical Engineering (Senior Assistant Commissioner of Police) who is assisted by one (1) Assistant Director – Mechanical Engineering (Assistant Commissioner of Police) and one (1) Assistant Director – Electro-Mechanical Engineering (Assistant Commissioner of Police).
The Section comprises two (2) Units:
i. Mechanical Engineering; and
ii. Electro-mechanical Engineering.
The Information Technology and Communication (ITC) Section is responsible for managing the provision of information technology and services. It is also responsible for installation and maintenance of power system protections for LTE equipment and switchgear equipment.
The ITC Section is responsible for the following specific functions:
a) Design and implement computer networks linking all divisions and support groups in order to provide internet and intranet access, and other services such as interpol-24/7 and IFIMIS;
b) Manage communication control centres and information rooms for transmission of information and instructions to stations, field patrol cars and foot patrol officers;
c) Deploy and maintain Information Communication and Technology (ICT) devices such as routers and servers in order to facilitate information dissemination and data management;
d) Deploy and maintain the High Frequency (HF) communication systems and sub-communication systems and Very High Frequency (VHF) band field communication systems for regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;
e) Provide high speed communication channels using e-mail, e-messaging, video conferencing and Voice Over Internet Protocols (VOIP) calls;
f) Install and maintain internal telephone network controlled by private exchange PABX through the switchboard;
g) Manage the facsimile and radio message communications to all police divisions, support groups and Units;
h) Monitor the surveillance cameras’ live stream for enhanced security within the police premises;
i) Develop and maintain Police website and other custom software;
j) Carry out repair works on police communication equipment (radios and other devices);
k) Provides helpdesk support to ICT end users;
l) Install and maintain power system protections for LTE equipment, switchgear equipment for voice and video communication and backup power system for video surveillance systems; and
m) Provide basic training to users in basic operations procedures of operating thermal standby power systems.
The ITC Section is headed by a Deputy Director – Information Technology and Communication (Senior Assistant Commissioner of Police) who is assisted by one (1) Assistant Director – Information Technology (Assistant Commissioner of Police), one (1) Assistant Director – Command & Control Communications (Assistant Commissioner of Police), one (1) Assistant Director – Telecommunications Engineering (Assistant Commissioner of Police), and one (1) Assistant Director – Power Systems Engineering (Assistant Commissioner of Police).
The ITC Section comprises the following four (4) Units:
i. Information Technology;
ii. Command and Control Communications;
iii. Telecommunications Engineering; and
iv. Power Systems Engineering.
A. Information Technology Unit
The Information Technology (IT) Unit is responsible for the management of information technology and services.
The Unit performs the following specific functions:
a) Deploy and maintain Information Communication and Technology (ICT) devices such as routers and servers that facilitate information dissemination and data management;
b) Provide high speed communication channels using e-mail, e-messaging, video conferencing and Voice Over Internet Protocols (VOIP) calls;
c) Design and implement computer networks linking all divisions and support groups to provide internet and intranet access, and other services such as interpol-24/7 and IFIMIS;
d) Develop and maintain Police website and other custom software;
e) Carries out repair works on police computers and printers; and
f) Provides helpdesk support to ICT end users.
The IT Unit is headed by an Assistant Director – Information Technology (Assistant Commissioner of Police) and assisted by one (1) Senior Systems Analyst (Senior Superintendent), and one (1) Senior Systems Administrator (Senior Superintendent).
B. Command and Control Communications Unit
The Command Control and Communications Unit is responsible for the management of transmission and communication of information for all Police operations.
The Unit performs the following specific functions:
a) Manage the facsimile and radio message communications to all police divisions, support groups and Units;
b) Manage communication control centres and information rooms for transmission of information and instructions to stations, field patrol cars and foot patrol officers; and
c) Monitor the surveillance cameras’ live stream for enhanced security within the police premises.
The Unit is headed by an Assistant Director – Command Control and Communications (Assistant Commissioner of Police) who is assisted by one (1) Senior Information & Communications Officer (Senior Superintendent) and one (1) Principal Training Officer (Assistant Superintendent).
The Command and Control Communications Unit includes a Radio Communications Training Unit shown below:
i. Radio Communications Training Unit
The Radio Communications Training Unit is responsible for the management of radio communication and Telephone system.
The Unit performs the following specific functions:
a) Deploy and maintain the High Frequency (H.F) communication system and sub – communication system linking Police headquarters with all divisional headquarters, Stations and Posts;
b) Deploy and maintain Very High Frequency (V.H.F) band field communication system transmitting information from regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;
c) Install and maintain internal telephone network controlled by private exchange PABX for office to office communication and the Public; and
d) Carry out repair works on police communication equipment (radios and other devices).
The Unit is headed by Training Officer (Assistant Superintendent) who is assisted by one (1) Senior Instructor (Chief Inspector).
C. Telecommunications Engineering Unit
The Telecommunications Engineering Unit is responsible for the management of radio communication and Telephone system.
The Unit performs the following specific functions:
a) Deploy and maintain the High Frequency (H.F) communication system and sub – communication system linking Police headquarters with all divisional headquarters, Stations and Posts;
b) Deploy and maintain Very High Frequency (V.H.F) band field communication system transmitting information from regional communication control centres and information rooms at divisional and district headquarters to police field patrol cars and foot patrol police officers;
c) Install and maintain internal telephone network controlled by private exchange PABX for office to office communication and the Public; and
d) Carry out repair works on police communication equipment (radios and other devices).
The Unit is headed by Assistant Director – Telecommunication Engineering (Assistant Commissioner of Police) who is assisted by one (1) Senior Engineer – Telecommunications (Senior Superintendent).
D. Power Systems Engineering Unit
The Section is responsible for the management of LTE equipment for voice and video communication power systems.
The Section performs the following specific functions:
a) Install and maintain LTE equipment for voice and video communication power systems;
b) Install and maintain backup power for LTE equipment for voice and video communication and for video surveillance systems in strategic cities;
c) Install and maintain power system protections for LTE equipment for voice and video communication;
d) Install, operate and maintain switchgear equipment for LTE equipment for voice and video communication;
e) Install and maintain power system for video surveillance systems in strategic cities;
f) Enforce safety measures during power systems operations;
g) Provide training to users in basic operations procedures of operating thermal standby power systems; and
h) Manage power system projects.
The Unit is headed by an Assistant Director – Power System Engineering (Assistant Commissioner of Police) who is assisted by one (1) Senior Power Systems Engineer (Senior Superintendent).
