The Zambia Police Service Headquarters is responsible for the provision of policy guidelines to the entire service. In this regard it is a high profile institution, which is expected to be staffed with highly experienced and qualified officers, competent enough to undertake effective planning, problem solving, decision making and offering strategic visionary guidance to the operatives in combating crime and promoting internal security.
The Police Service Headquarters comprises the following:
a) Office of the Inspector General of Police;
i. Public Relations; and
ii. Peace Support Operations Office.
b) Office of the Deputy Inspector General of Police – Administration;
i. Administration Directorate;
ii. Research and Planning Directorate
iii. Medical Directorate;
iv. Technical Services Directorate; and
v. Lilayi Police Training College.
c) Office of the Deputy Inspector General of Police – Operations;
i. Crime Prevention and Support Services Directorate;
ii. National Command Centre.
d) Office of the Deputy Inspector General Police – Special Duties/State House;
e) Criminal Investigations Directorate (CID);
f) Legal and Professional Standards Directorate;
g) Crime Intelligence Division;
h) Finance Directorate; and
i) Internal Audit.

The Office of the Inspector General of Police is responsible for directing and coordinating the activities of the Zambia Police Service (ZPS). The Office provides the overall policy guidance and oversight role while the functional heads will be responsible for executing the technical aspects of the ZPS. The office holder establishes strong linkages with the Defence Forces, other national security services and members of society in order to enhance internal security in the country.
The Office of the Deputy Inspector General of Police – Administration is responsible for managing, directing and coordinating human resource and administrative support functions in the Zambia Police Service (ZPS). The Office is also responsible for managing medical services, training, research and planning, Information Technology (IT) and Engineering, Firearms, Armory, and agricultural functions.
The Office performs the following specific functions:
The Office of the Deputy Inspector General – Operations is responsible for the coordination of Police operations functions.
The Office ensures that there are linkages among and within the Directorates and Units which will improve co-ordination and communication for effective performance of the Police Service.
The Office of the Deputy Inspector General of Police – Operations oversees Provinces and the following Directorates and Units:
The Office of the Deputy Inspector General Of Police – Special Duties/State House is responsible for providing security to the Office of the Head of State, the First Family, the Vice President and State House special guests and VVIP’s in order to contribute to socio-economic development of the country.
It performs the following specific functions:
The Directorate is responsible for general and specialised criminal investigations in order to facilitate prosecution of offenders. Further, the directorate is also responsible for the prevention, detection, investigation and responding to current and emerging crime threats in the country.
The Directorate performs the following specific functions:
The Directorate is responsible for providing legal services to Command and represent the ZPS in legal matters. The Directorate is also responsible for developing and implementing professional standards that guide the conduct of Police Officers in the execution of their duties.
The Directorate performs the following specific functions:
The Directorate is responsible for management of intelligence services to the Zambia Police and other authorities in order to facilitate decision making and execution of operations.
The Directorate performs the following specific functions:
The Section is responsible for the management of financial resources in order to ensure prudent utilisation of resources and accountability. It is also responsible for the management of assets, investments and stores.
