The Directorate is headed by a Commissioner of Police – CID who is assisted by one (1) Director – CID (Deputy Commissioner of Police), three (3) Deputy Directors – General Investigations (C1) (Senior Assistant Commissioner of Police); one (1) Deputy Director – Fraud Investigations and INTERPOL (C2) (Senior Assistant Commissioner of Police); one (1) Deputy Director – Forensic and Criminal Records Section (C3) (Senior Assistant Commissioner of Police), one (1) Senior Human Resource Officer-CID (Assistant Commissioner of Police), and four (4) State Pathologists – Lusaka (N).
The Directorate is responsible for general and specialised criminal investigations in order to facilitate prosecution of offenders. Further, the directorate is also responsible for the prevention, detection, investigation and responding to current and emerging crime threats in the country.
The Directorate performs the following specific functions:
a) Formulating and providing policy guidance in the detection of crime and facilitating prosecution of offenders;
b) Conduct general and specialised Criminal Investigations that are complex in nature;
c) Case and Informer Management;
d) Crime Analysis, Data compilation and processing;
e) Processing and storage of criminal records
f) Criminal information, intelligence collection and dissemination;
g) Conduct Criminal Profiling and Vetting;
h) Provide Forensic Technical Services;
i) Conduct Joint Operations with Local, Regional and International Security organisations
j) Collaborate with INTERPOL and SARPCCO on matters relating to law enforcement; and
k) Training/Capacity Building of Criminal Investigations personnel.
The Criminal Investigations Directorate comprises the following four (4) Sections:
a) General Investigations Section (C1);
b) Fraud Investigations and Interpol Section (C2);
c) Forensic and Criminal Records Section (C3); and
d) Pathology Investigations.
The General Investigations Section (C1) is responsible for conducting and coordinating investigations for general and complex cases relating to crimes against persons and property. It also provides technical support to Police Divisions on matters related to general crime investigations. The Section performs the following specific functions:
The Section is responsible for investigating cases involving fraud, financial, Intellectual Property and Cyber related crimes. It also co-ordinates all INTERPOL, SARPCCO and AFRIPOL related matters in the country. The Section performs the following specific functions:
The Section is responsible for the application of science in respect of crime prevention and crime detection in order to aid investigations. The Section is further responsible for giving expert evidence in courts of Law.
